Where Sharia law is implemented (or where there are enough Muslims to implement it of their own accord), the attempt at "dialogue" is misguided. To dialogue about an issue implies that both parties are reasonable and want to come to a reasonable solution to a problem. It is similar to how law enforcement used to deal with domestic violence disputes. Then, the psychological components were studied and it was realized that the balance of power was so in favor of the abuser (victims having been conditioned and Stockholmed) that there was no desire for reasonableness, only what the abuser wanted/felt entitled to. It was also discovered that the combination of counseling and punishment (i.e. jail time and separation from a victim, who is scapegoated for the abuser's inadequacy/insecurity/rage) was the only thing that resulted in changed behavior on the abuser's part. Similarly, when Sharia law guarantees Muslims privilege, immunity from prosecution of crimes against non-Muslims, slavery of non-Muslims, and the infidel "tax" (i.e., plunder), the attempt to "dialogue" about the treatment of non-Muslims and the implementation (officially or unofficially) of Sharia law is worthless. Jihad crimes need to be classified as hate crimes against non-Muslims and prosecuted as such, even on the local level.
