The Immigration and Nationality Act (See below) has been the controlling document for immigration, although there have been various modifications (e.g., Personal Responsibility and Work Opportunity Reconciliation Act of 1996). Recently, eight Legislators have proposed The Border Security, Economic Opportunity and Immigration Modernization Act of 2013(http://www.politico.com/story/2013/04/senate-gang-of-8-immigration-reform-bill-full-text-90192.html). This reform Act gives billions of dollars to and to be used at the sole discretion (the related Commission being advisory and having time deadlines) of the Secretary of the Department of Homeland Security, who by Executive Order is appointed by and reports directly to the President. As the President's Executive Order makes the President's Department of Homeland Security the supreme law enforcement authority of the land (See http://www.whitehouse.gov/the-press-office/2012/10/26/executive-order-establishing-white-house-homeland-security-partnership-c), so this reform Act gives the Secretary of the Department of Homeland Security free reign over immigration and naturalization and the Employment Verification System, even without court review. The Bill has several proposed Amendments and is presently being debated in Congress.

Dear Representative of We the People:
The Border Security, Economic Opportunity and Immigration Modernization Act is presently being debated by you. While there does need to be an updating to our immigration and naturalization procedures to protect the country from criminal/terrorist immigration, it would be unwise to use such concerns to concentrate power, even so far as to exclude it from court review, to the Secretary of the Department of Homeland Security. Let us have no czars in public office, and do not let the current president's political agenda of establishing Shariah-compliant Socialism be the controlling rule of law in national security matters. Add definitive, enforceable, long-reaching directives mandating screening for, investigation into, and prosecution/deportation of those who come into or remain in this country with the criminal intent of terrorizing/destabilizing society and/or of sedition (e.g., Shariah law) and/or of maiming/killing citizens (even if they can pay a fee). Do not allow grants, Social Security, Welfare, or other taxpayer monies to fund such immigration/naturalization. Require immigrants/aliens to pay back taxes and to support themselves during application for citizenship. Also make provision for revocation of citizenship for engaging in even related activities such as financial or other support of terrorist entities. Do not let this Act give special consideration and status to immigrants from Iraq or other countries/populations engaged in terrorist activities. After all, protecting our nation from immigrating terrorists is why this Bill is being introduced in the first place. And, do not let the Employment Verification System be a means to track or do unconstitutional surveillance on citizens. Do not let the Act usurp the Constitutional freedoms of citizens or the checks and balance of power or compromise our national security. Do not let the President or the President's appointees have the authority, even in effect or by discretion, to formulate the substantive law or to in effect BE the law. The People, via their Representatives and in accordance with the Constitution, formulate the law. Keep the President's Constitutional limitation of enforcing the Legislature's laws intact and do not give the President's appointees too much discretion. Do not vote yourself out of a job and We the People out of a voice!
